Summary: Post-Approval Monitoring (PAM) programs have evolved significantly across research institutions. Many programs initially operated without a formal PAM structure, relying instead on informal oversight by veterinary staff, IACUC members, and animal care personnel. Over time, increased regulatory expectations, institutional growth, and the need for consistent compliance practices led many institutions to establish formal PAM programs.
As these programs matured, they often expanded from occasional protocol checks into structured monitoring systems with dedicated staff and defined processes. This evolution has strengthened compliance, improved communication between investigators and oversight bodies, and helped identify issues proactively before they escalate into regulatory findings.
However, the expansion of PAM programs has also raised concerns regarding administrative complexity and potential burden on researchers. Institutions continue to evaluate whether monitoring practices strike the right balance between regulatory compliance, animal welfare, and efficient research operations.
From the Animal Resources perspective, PAM programs have also helped standardize practices, improve training and procedural consistency, and provide a mechanism for identifying systemic improvements within animal care and use programs.
Overall, the ongoing evolution of PAM programs reflects an effort to balance effective oversight (PAM, IACUC, Animal Resources Dept.), investigator support, regulatory expectations, and operational efficiency.

Summary - In this presentation, an IACUC Coordinator who moved from an academic research program into a contract research organization (CRO) will share her perspective on how common advice for overseeing animal research needs to be reconceptualized for an industry environment. During the session, participants will learn about:

Challenges inherent to industry IACUC management, and
Specific strategies to improve IACUC oversight, communication, and collaboration across stakeholder groups in industry

6/25/26 -Same Regs, Different Approach - Exploring Variation in IACUC Operations (Part 2)

Serving at many organizations now, I have found it very interesting how each organization has approached aspects of IACUC Operations differently. While ACUPs generally operate under the same federal framework, process implementation varies widely across institutions. Drawing on real-world experience across diverse research environments, this session explores how institutions approach grant congruence review, post-approval monitoring, and semiannual inspections. Through live polling and facilitated discussion, participants will gain an understanding of variation that exists from program to program with respect to common business processes. The exploration of this variation helps to remove us from the lens in which we see programs and reminds us there can be different ways to approach our work that could warrant a change. Oh, and I will share polling data in case any of you need the benchmarking information for your programs :)
Learning Objectives
· Identify common areas of operational variation in IACUC administration.
· Compare institutional approaches to Congruence Review, IACUC Inspections, and PAM.
· Have a discussion around the variation that exists and share community insights that may support others in their approach to these common business functions.
