Eugene Matullo is the Founder of EM3 Consulting, a national consulting and  professional development organization dedicated to advancing excellence in Animal Care and Use  Programs (ACUPs). Through a unique blend of leadership development, operational consulting, and compliance education, Eugene partners with research institutions to strengthen organizational  effectiveness while fostering collaborative, ethical, and high-performing research environments. 

With more than a decade of progressive leadership experience in animal research administration,  Eugene has built a national reputation for helping institutions navigate complex regulatory challenges  while improving communication, leadership capacity, operational workflows, and program culture. His  approach extends beyond regulatory compliance, emphasizing the development of resilient  organizations where oversight is viewed as a strategic partnership that advances both scientific  discovery and responsible animal care. 

As an educator and thought leader, Eugene designs and facilitates executive retreats, leadership  programs, workshops, and nationally recognized educational events for professionals across academia,  biotechnology, pharmaceutical organizations, contract research organizations, and government research  institutions. His interactive facilitation style combines practical regulatory expertise with organizational  leadership principles, creating engaging learning environments that encourage collaboration, critical  thinking, and continuous improvement. 

Through EM3’s educational programming, Eugene supports professionals from more than 60 research  institutions each year and engages over 250 animal research professionals nationally and internationally  through leadership development initiatives, workshops, seminars, and professional communities. His  work is centered on elevating the profession by creating opportunities for connection, mentorship, and  shared learning among individuals responsible for advancing ethical animal research. 

He holds a Master of Science in Organizational Leadership and Innovation, where his graduate work  focused on leadership theory, systems thinking, organizational culture, and change management. These  principles continue to shape his consulting philosophy and his commitment to developing leaders who  create lasting impact within the research enterprise.
